EVENTS & FILMING

The emerging film industry in South Carolina offers filmmakers with generous tax incentives and diverse shooting locations. Hundreds of films, television episodes, and commercials have been shot in South Carolina by major and independent producers, including critical and commercial successes as The Big Chill, Daughters of the Dust, The Prince of Tides, Forrest Gump, The Patriot, The Legend of Bagger Vance, Radio, and Cold Mountain, The Notebook and, the series Outer Banks, among others. Locally, Columbia hosts The Indie Grits Film Festival, which celebrates independent filmmaking.

Content Creation Space

2019 Bull Street is a 1.6-acre property containing four existing facilities available for content creation, film-making, and events.  

  • Convenient & Central Location.  Located at the edge of Cottontown and the Bull Street District in the Capital of South Carolina, Columbia.
     

  • Site Access & Parking. Ample free parking is available with 50 striped spaces and additional staging areas for larger vehicles, vans, and food or production trucks. Access is available from three sides.  
     

  • Facilities. Free WiFi is available.  Tall Floor to Ceiling Heights with Large Interior Open Spaces.  The structures are well insulated from outside noise and allow for  productions to utilize the space throughout the day or night. Open trusses allow for the integration of lighting and new equipment.

  • Incentives. South Carolina offers some of the most lucrative incentives for content creators.  A list of incentives is available by scrolling below.

  • Partnership with University of South Carolina. The Film and Media Studies Program has setup a satellite classroom for students in the 1420 Elmwood Ave facility.  Ability to exchange student credit for internship credit on set.

The interior shots in the gallery below showcase the 2022 & 2034 Marion Street facilities.  The space is approximately 11,600 square feet with a large open floor plan and tall vaulted ceilings for flexible filming. A large garage door allows for easy access from adjacent staging and parking. Tours & Walkthroughs are available upon request.   

Incentives

According to the South Carolina Film Commission,​South Carolina’s Incentive Package is among the best in the country. It offers an easy-to-use rebate and a quick cash return.

  • Employee Wage Rebate: A Qualified Production is eligible for a wage rebate up to twenty-five percent (25%) for the persons employed in conjunction with the South Carolina production. The wages of all South Carolina residents are eligible for the maximum 25% rebate. The wages of all non-resident performing artists (including stunt performers) including crew, are eligible for a 20% rebate.

  • The following requirements must be met in order to be eligible for the wage rebate:

 

(a) wages for each qualifying person must be less than one million dollars ($1,000,000) for the project and;


(b) wages must be subject to South Carolina withholding tax.

Motion Picture Project Tax Credit

  • South Carolina Supplier Rebate: A Qualified Production is eligible for a rebate up to thirty percent (30%) of qualifying goods and services purchased, rented, or leased by the production company from a South Carolina supplier.

  • Pay No State Sales/Use & Accommodations Tax: 6% - 8.5% You may also qualify for a sales tax exemption. Save on all purchases, rentals, and leases. This is an exemption — taxes are not charged to the production.

Production/Post-Production Facility

  • A taxpayer may claim an income tax credit of up to twenty percent (20%) for the construction or conversion, or equipping, or any combination of these activities of a motion picture production or post-production facility. Minimum investments in the facilities apply.

  • Total credits claimed by all taxpayers may not exceed $5,000,000 in a single qualified facility.

  • Unused credit may be carried forward fifteen (15) succeeding taxable years.

  • All credits cannot reduce a taxpayer's income tax liability by more than fifty percent (50%) for a given year.

  • A taxpayer may claim an income tax credit of up to twenty percent (20%) of the taxpayer's cash investment in the development or production of a single SC motion picture.

  • Credits are limited to $100,000 per taxpayer.

  • Unused credit may be carried forward fifteen (15) succeeding taxable years.

  • All Credits cannot reduce a taxpayer's income tax liability by more than fifty percent (50%) for any given year.
